Fan Curve Corrections

Need help on theoretical ventilation / fan curves. Presently running at 3850 feet above sea level with temperatures around 90 degrees F which I believe computes to air density around 0.0624. This is 20% lower than standard 0.075. Trying to interpret the curves in order to pull something close to the maximum 30HP but I seem to be missing something because the fan is only pulling about 50% of max load.

How does fan power vary with density??? If Q is directly related to density, and HP relates to the cube of Q, am I looking at 1.2 cubed as the correction?? Does this sound right??
