Fastener for rotating sheet metal joint

I am working on a design that requires a rotating joint between two shhet metal parts. Ideally, I would use a shouldered rivet, but the client needs removeable fasteners.

Are there any commercially available fasteners specifically for sheet metal joints that must rotate?

Not a bad ooption for some cases. Our larger cases would require diameters at least .312"
