Fatigue in Weldment

I heard most people saying the welded part is much stronger than the base metal attached until I finally read some actual reports claiming fatigue failure in welded parts. My queston is: Is the weld structure (meaning all portion thereof emanates from welding procedure - not the base steel portion) normally weak or brittle, etc., that makes it susceptible to fatigue failure? Thanks for the tip or enlightenment.
