fault to ground

I have a client with a 500' length of underground service
250 MCM aluminum 230 volt aluminum in which 1 of the hot legs has a partial ground.
not in conduit.
Does anyone know of a place to either hire a company to locate fault or where to rent equipment-------------------- such as a reflectrometer which measures length & giver
location in ft & inches to fault from end of cable
