FEA on Pressure Vessel Platform

Good morning,
There is an ongoing project involving the extension of a platform attached to a pressure vessel designed according to ASME rules.
An external consultant run the FEA analysis and sent the report to me, and the result are the folling:
* The concentrated stresses are superior to the failure criteria (Von Mises an the yield limit 230 MPa).This concentrated stress is located at the intersection of the platform support and the exterior vessel wall.
* By means of reinforcements, the stress can be reduced to 196 MPa for the static scenario. The dynamic scenario involves transiory SHOCK stress around 212 MPa.

Then the conclusion is to include the reinforcements in the platform.

After reading ASME VIII Div 2 section 5, I realized that the FEA results shall describe the equivalent stresses (general membrane, local membrane, bending, and so on) so that i could employ the hopper diagram to established the acceptance criteria. I dont know what to do with the Von Mises stress that they obtained.

Im pretty new at this (forum and stress analysis) so any advice is appreciated.

Ask the external consultant how their results comply with the rules in the Code. ALL of the rules, not just protection Against Plastic Collapse. That's their job to show you how they comply.
