I would like to thank everyone who has chipped in on this effort. We have all of the machines up and running, now to End Effector school!
Our primarry problem was power. The manuals show the same circuit for power programming the transformer taps - bottom line is you might have a "400-ish" volt transormer which lets you use any voltage like 400, 408, 480, etc, and a "200-ish" transformer, which gives you the same but for the 200 range. Comes out the taps for the two different transformers are exactly the same, the manual says tie this and this for 220VAC. But this is the same config for a 400 volt transformer. Ok, so we had the 400 volt puppy and bringing 480 (and 240) suddenly caused Life to move forward.
Once again thank you for all of the advice. Its a good thing to see these things moving about.
