Fence Groudning IEEE Standard 80-2000

I am trying to figure out fence (chain link) grounding requirements around electrical substations or under high voltage lines.

So far i am using documents IEEE Std 80-2000 and NESC -2013.

In the IEEE Std 80-2000 there is a following statement:

" Fences - the grounding conductor for fences required to be grounded by other parts of this Code shall meet the requirements of Rule 93C5 or shall be steelwire not smaller that Stl WG No.5"

I am not familiar with the IEEE Rules... what exactly do they mean by that. Is the rule referenced in the document i am reading (Std 80-000)? Little help here in looking in the right place would be appreciated.
Sorry if this is s a silly question.
