Is ferrite test of Austenitic stainless steel done before and after welding or just after? What is the optimal ferrite so as to avoid cracking.

It is done after welding, namely the weldment itself. 5 FN or higher, depending on the weld filler metal.
 
It depends on the alloy and the size of the weld (and how tightly constrained it is).
Depending on conditions specs usually require a 4 or 5 minimum, and some have a max (as low as 8 and some up to 14).

Agree with Metengr with an addition. Ferrite test is done after welding but before any PWHT.
