I am using Ferrotitanit for shafts becuase of much higher stiffness. Now we talk about making the drive gear as part of this instead of shrink this on afterwards. I know normal Ti would be bad for gear becuase of galling, but would the SS addition of this material prevent this possiblity? Mating gear is USA 4150 material carbonitrided, gears are small (<2" OD) but run very fast 18,000 rpm not unusual. Gears are also heavy lubricated with synthetic oil ~40 cst viscous.

You need to review the gear design and the stresses that will be present on the surface. If the stresses are high then you may have a number of problems.
