FHWA Publication 6-16?

I have a project that requires the design of soldier beams per FHWA Publication 6-16 "Soldier Pile and Soldier Pile Tie-Back Walls". I can't find this document, or one that seems close anywhere. Anyone know of this Doc?

Section 6-16 of the Washington (State) DOT Standard Specifications covers soldier piles. The link below is to a DOT memo on soldier pile and lagging design:
