Fiber New Construction Design Pricing

Hi,

I am a civil engineer with roadway/land development background. I am getting an opportunity to submit pricing for design of new fiber facilities through a very large territory (continuing contract basis). This will involve plan & profiles, DOT/local permitting, etc. It will not involve design of the fiber infrastructure itself, just getting it into the ground.

This utility wants unit pricing per foot with different tiers for longer/shorter projects.

I'm not really sure where to start on pricing. I'm told I will very rarely have to sign and seal anything. How is the market on this? Can someone send me their info?
