File Management...is a PDM the answer?

3 SW users...very rarily will we work on the same project.

Switched from Autocad...our procedure for a drawing change (in Autocad):
1. open drawing, added a change pending block to drawing
2. copied drawing to a pending folder and made changes
3. routed an EN (aka ECO)
4. when EN is signed off we move the drawing from the pending folder back to the original folder

We are trying to do the something similar in SW. But it has gave us some grief having 2 parts (1 in the pending folder and 1 in the master folder). We really don't want to copy the whole assembly to make a change to 1 or 2 parts.

Some Random Questions:
How do others handle making changes to a part?
Is a PDM package the answer even though we don't normally work on the same projects?
Would saving a SW drawing as a PDF file (make it the master file) be a good option?
We need some advice on how to revise our parts/assemblies.
