Trying to find the calculations for fill-line in tanks.
What is the height of the air space needed in a tank of fuel, oil or solivent?
I have heard its 10% of volume is a rule, but just how true is this number??

5% will do, provided the inlet flowrate is safely limited. That's a good place for a Hi Hi level alarm & auto shut-down of the fill line.

API 2350 "Overfill Protction" might help you.
