Fillet size for a vent line of a Gate Valve

Dear all,
We have a 36" Gate Valve, it has a 1" vent line, wich is welded to the body of the valve. A crack appeared right at the center of the fillet weld. I need to chech if the fillet size (3/16") is correct. Please I need Help in getting the formula for calculating the fillet weld size, knowing that it has to withstand a test pressure of 156 kg/cm2 (2219 psi).
