Fillet weld

Can you instruct me where in ASME code is calculation for fillet weld size (throat size). I have two plates, one of top another, same thickness, and a = 0,7 x t equals decimal number. (12mm plate on 12mm plate, 0,7x12=8,4). Of course that is max. "a" you can use since going with there is no place in 12mm height for more, but I guess I would need even smaller fillet weld from calculation and not simple 0,7t. So, can somene instruct where to look.
