Filling a lot while maintaining a proposed septic field 1

I am working on a rural subdivision in which each lot will have it's own mound system. During construction, we typically stake and rope off the proposed septic fields so that they are left undisturbed during construction. The issue I am running into is that the one lot has to have 2' of fill placed on it in order to allow for proper drainage. If I was to add this fill and leave the septic area untouched I would basically have a 2' foot depression for the septic field. I know that this would not be allowed so looking for some alternative solutions. Most people I've talked with have said that I need to basically install the mound system the same time as the mass grading of the site. Wondering if we could mass grade site as normal but then for the septic area add additional fill but place will a low impact dozer. Then when someone buys the lot they could remove the fill down to the natural earth and construct the mound system?

Why do you say the depression will not be allowed? The rules for septic systems are published for the state you are in and vary from state to state. Some states allow multi level septic areas using splitter box to assure porportional flow to each level. Most rules are for the distance to waterways, wells and property lines. As long as the depression daylights,(not a pond), then I seee no reason it can not be a septic system location.

Since the entire lot has to be filled I cannot daylight the depression. The site is extremly flat and I have to add the 2' of fill so that the lot is higher and drains to a proposed detention pond. If I daylight the depression it would be lower than the pond's berm and would ultimately fill with water.

 
Doesn't a sand mound require 2' of sand fill? Could it be possible that your mound becomes flush with the surrounding ground?

I have created a sand mound design spread sheet. I'd like you to check it with your design and let me know if it is comparible.
