Finding Scholarship

Dear friends
I received the M.S. degree in Electrical Engineering in Transient Power
Systems in Iran and would like to get P.H.D. degree in a good Foreign university. Which university do you propose for me with Scholarship?

?? Are you looking for a school or a scholarship? I would think that you should start with a nationally ranked school in whatever country you're thinking of and work your way down. However, good educations don't come cheap, so you might need to look at a lower ranked school that is more willing to provide financial aid.
