Fine Grain Practice

I have a material question: many times, I saw in different project specifications asking SA-516-70 to be made "fine grain pratice". However in ASME Section II, Part A, for SA-516, para 4.1 says " fine austenitic grain size requirement of spec A 20/A 20M ". Are they the same thing ?
