Fire Alarm System for Monorail Station

Hi,
What type of fire detector do you think is best for a monorail station? The monorail station consists of two storeys and a mezzanine, the station is going to be built over a crowded street.

Because the station is semi-open (above spaces are covered by roof but from sideways the station is exposed to air current), I don't think heat or smoke detector is a viable option, so I guess a flame detector suits this case, but there are many types of flame detectors and also cost is an important issue.

So, what type of detector do you suggest? If you suggest flame detector which type (UV, IR or UV/IR)

Any help is appreciated

I am looking for a general guideline, consider the conditions as they are normally are

1- yes of course
2- what is in a monorail station? paper, electric cables, plastic
3- it's semi-enclosed from each side
4- no

If someone is requiring a fire alarm system, than what are the specifics ???

Manual system only?

Manual plus automatic??

If automatic, you could go with rate of rise heat detectors
 
You're only going to be able to use either optical flame or video detection. Conventional smoke detection won't work after about 2 days of operation because of all dust, particulate and moisture in the air. Heat detection will not work because the structure won't allow for the accumulation of heat.

My question is why is it required if it's outdoors?
