An explosion is not (necessarily) imminent, part of the point is to reduce the risk of a fire escalating to an explosion.
Assuming this is process plant scale, fire protection should be part of the overall safety case not just (or in addition to) any prescriptive code requirements. For example:

[li]Process vessel pressure relief for liquid containing vessels considers impinging pool or jet fires and may require fire-proof insulation or not.[/li]
[li]Bunds might be graded for flamm. liquids.[/li]
[li]Fixed fire monitors or deluge systems may be needed to cool adjacent pressure vessels.[/li]
[li]Fires might be extinguished by isolating the source of leak, allowing the leak to burn off rather than accumulating unburnt gas and then deflagrating/detonating.[/li]
