Fire pump starting time

Hi, I have a question with regard to the Fire pump starting time. NFPA20(2016) specify 4.20.1.2 Within 20 seconds after a demand to start, pumps in series shall supply and maintain a stable discharge pressure (±10 percent) throughout the entire range of operation.But it appears only in chapter 4.20 Pumps Arranged in Series or for self-regulating variable speed fire pump unit. no such demand for general fire pump . can this 20 seconds thing applied to general fire pump .

A similar thing is with diesel engine, 20 seconds appears only 11.2.4.3 Variable Speed Pressure Limiting Control or Variable Speed Suction Limiting Control (Optional). do this 20 seconds starting apply to general diesel engine?
we run into a project, the diesel engine need 30 s to supply and maintain a stable discharge pressure after a demand to start , is this 30s below the standard?
