Fireproofing and Special Inspections

Is it the Structural Engineer's responsibility to review and approve spray fireproofing reports?

A building official insists that it is. This is news to me.

I didn't specify it. I didn't review the submittal. There is a 3rd party inspector that inspects it and provides a report. In my opinion, the architect should be the one reviewing and approving the fire ratings the same way that they would review and approve EFIS installation.

When I am working on a problem, I never think about beauty but when I have finished, if the solution is not beautiful, I know it is wrong.

My understanding is the same as yours, I have never reviewed them (since i don't specify it).
 
It is the "registered design professional" responsibility. Per the 2012 IBC section 107.1.
As such, as I see it, it falls under the Architect (who should of spec it) not the EOR.

As EOR's we should take the responsibility to design our structures to support the components we allow in our design per that industry standards.
