No. Is what it says. It is the first fill of liquid into a system normally prior to our as part of commissioning or restart of a system which has been taken out of service for maintenence or repair.
For Pipelines for instance it's the full of liquid or gas from an empty state. Can be quite expensive. ...

Agree mostly with LittleInch - I've seen it only as the initial fill of liquids into equipment at commissioning or first operation, not as a maintenance activity. It is at least defined during detailed design for client supply, if not part of the main equipment supply contract. Preservation is a separate activity that comes into play if equipment is to remain idle for some time, and could be prior to first fill.
What LittleInch says is probably true to anyone who understands the term/jargon, to anyone not familiar with the term it is meaningless - to coin LittleInch - more details = better answers.

first fill in terms of fluid or lubricant may mean several things in different applications. it may be just priming the system with a fluid, filling the system with something that may have protective properties to avoid corrosion or a lubricant that may add a running in process by actually stimulating more wear initially while at the same time preventing excessive operating temperature to avoid unwelcome changes in material properties during the running in process.
With some liquid storage systems the particular fill (first fill, second fill, third fill, etc.) can be extremely critical in relation to the quality of the product being manufactured.

I can see this is your first post so a bit of help for you here.
If you give the responders 13 words to describe your situation, then people will fill in the large void of information with their own experience and guess of what the question is.
Sure this is a mech eng other forum, but it covers devices which are part of a fluid system.
You will get responses more aligned to what you want if you spend a bit more time on your OP and actually provide some context and details and what you think it might be.
