Fixed ladder side rail

What is or used as OSHA's definition of an "adequate gripping surface" for a steel fixed ladder side rail? Specifically the cross section shape. I've read OSHA's interpretation letter of August 8, 2005 stating a 2" angle iron isn't considered to meet the requirement. I've also read reference to use ADA as a standard for railing shapes, but no mention of ladder side rails. Would a square HSS 1 3/4 x 1 3/4 be a acceptable shape for side rail? I've seen angles, solid bar and pipe used, but I suspect a square HSS isn't. Thanks for any comments.

It will work well. And for 'justification', your TS has a cross-section very similar to 1-1/4"NPS pipe, which has been accepted for use for handrails and stairrails.
