Fixed screen plane PMI in model?

Is it possible to have PMI that will not rotate with model, but that will be locked in corners of the screen? This is connected with exporting to jt or step or previewing 3D in TC or... any way of previewing 3D data with notes that do not follow the model around. Is it possible?
I am interested for solution even if it is like editing 3D pdf or any other way of sharing 3D...

PMI should be locked in corners with an orientation orthogonal to the view plane? No, it is not possible, at least for NX 9.
