Flange alignment per PCC and B31.3

What is the reciprocating compression acceptable standard for flange alignment? Is it ASME PCC-1's 1/16 (offset) and 1/32 (parallelism), or ASME B31.3's 1/16 in/ft. (<1mm for 1.5 NPS 1500#, 1.4mm for 4 NPS 300#)? Are these actually achievable in field conditions? Somehow I feel once we factor in manufacturing tolerances of flange OD (+/- 1/16" for OD<24") we are set up for failure. Would appreciate any thoughts.
