Flange and weld requirements for pressure regulators.

I have general question regarding socket welded and neck welded flanges.
The company that I work for manufacture pressure regulator and at random occasion we offer flanged connection type instead of threaded connection. So far we have been offer B16.5 flanges in various classes depends on required pressure, potentially we may use European types PN. I would like to double check that my actions are correct and clarify few points. Please accept my apology if similar thread already exist, I found few with some information however it did not clear all my thoughts.

1.What documents I have rights to “demand” from flange supplier? At this moment we required only material cert to be sure that flanges been manufacture in Europe or US. Can I ask for certificate of conformity to be sure that flanges been tested and manufacture accordingly to B16.5 or EN 1096 or standard stamp on flange is good enough?

2.What procedures I should specify for welders? So far we requested that welds should be subject to X-ray (from memory they seems to X-ray in 3 points) and full material penetration. In addition to this each weld is pressure tested at 1.5 times maximum working pressure before regulator being assembled. This test have place in our factory with duration of 15min. Is it enough or do we have specify additional non destructive examination e.g. dye penetrate? Do I have to record hydrostatic test and generate conformity certificate?

3.Are you are of any standards that I should comply with, if yes could you point me in right direction? I relies that different countries may have own specification however if I could based at least around one.

All comments and suggestions are highly appreciated.

EN 1096 is this good or should this be EN 1092-1

1. If you see EN 1092-1 ch 5.10.3 the declaration of compliance is the mark EN 1092-1 together with the flange manufacturer's name or trademark on or in relation to a product. Together with the appropriate material cert that should be enough. You can of course demand anything you want.

2. The inspection and testing is summed up in EN 1092-1 ch 5.12
