Flange design with ASME VIII-1 & API660

Dear experts & professionals,
1. API660 use the permissible gasket stresses in Table -3 to calculate the required bolt loads. The table 3 looks like to get from ROTT (Room Temperature Tightness) leak test with a certain permissible leak rate.
2.ASME VIII-1 Appendix 2 use m & y to calculate the required bolt loads without leak test. ‘y’ shall achieve the point Sg/P vary in linear and above.
3. Some clients request HEX design as per ASME, TEMA, API660. In this case, a vendor may increase cost in 20% because API600 higher requirement on bolt loads than ASME in some cases, especially in a low design pressure case.
4. My question is whether possible to combine two in one and use the m & y with leak rate test to simplify the girth flange design calculation with both ASME and API660. It may needs some strong people to recommend to the ASME VIII-1 committee and the committee's efforts.

There is a current action in the ASME Section VIII Code Committee to add leakage/tightness-based design. The rules will what silent in Division 2, but can be reached from Division 1 via Code Case. However, I wouldn't hold my breath that those rules will be published by even the 2021 Edition.

However, if you have escorted and a special interest in the topic, please consider getting involved. There are, currently, no "strong people" in that group, that are willing to drive the process.
