flange surface finish for spiral wound gasket

Hello everybody
I have been tasked with determining why the old spec. for the petrochemical company that i work for has recommended a flange surface finish of 1.6 to 3.2 micrometer for use with spiral wound gaskets.
Everywhere i have searched has suggested a 3.2 to 6.3 micrometer finish for the positive internal pressure, light chemical (e.g. Hydrogen) application that we're currently investigating.
I have noticed that under VACUUM operations, the recommended flange surface finish drops to about 2 micrometer. Can anybody explain this? I need as technical an answer as possible, not just 'it limits leakage' or similar. I would really appreciate any help.
