flanges A105 and a707 2

can we utilize the flange A707 in place of A105 for a steam service ? A707 is a low alloy steel forging utilized for the low ambient temperatures but in my case the ambient temperature is not an issue . I need to understand if there will be any issues from welding point of view also as A105 is normal carbon steel forging which can be welded easily with a carbon steel pipe but will A707 require any special welding procedure ?

You need to spell out more details on the steam service. For example:
What's the construction code?
Is it a listed material under the code. If not, you need to qualify the flange material and can only use in nonboiler piping (Quote ASME B31.1)
What are you welding with? Material, strength ??
As you want to use a higher strength material than A105, check with your welding engineer if you need to have a new WPS?

You really need to ask a welding engineer as it is wholly dependant on what welding code you are using and what the particular WPS and WPQT say in terms of other materials.

You can normally weld any metal to another one, but may need special techniques or electrodes or type of welding (TIG, MIG etc).

In a sense any welding is a special procedure, it just depends how special.

Maybe ask in the welding forum, but have a bit more information to hand such as thicknesses, what do you mean by "special" etc.
