Flanges with Weld-In Bolting/Studs

I have a scenario where I am supplying 316SS cast-in wall penetrations for concrete tanks. For discussion purposses the wall penetrations consist of (2) plate flanges (AWWA Class B), (1) water stop and a section of pipe for an over-all face-to-face dimension of 12". Pipe Size is anywhere from 2" to 24". In this application, due to limited space, the flange faces need to be flush with the tank walls. The AWWA Class B flanges have a standard ANSI B16.5 bolt hole pattern. Temperature is below 120 deg. F & pressure runs from -13 Psig to 30 Psig.

This leaves two general approuches:

1) Weld bolts/studs to the flanges.
2) Tap the flange bolt holes.

Is anyone aware of a standard or best practices approuch for flanges with either weld-in bolting/studs or threaded bolt holes.
Does ASME B31.1/B31.3 address this.
