Flare 84 and 30 inch. (Equipment/Riser) needs to be hydrostatically or pneumatically tested?

Hello friends,

I need help. We have 2 Flares designed according to ASME SECTION VIII Division 1, searching the literature and according to code API STD 537, they do not need to be hydrostatically or pneumatically tested. I'm talking about the Riser (the equipment and not the pipe that connects to it). I would like your opinion and if there is any basis in standards or codes, which clearly confirm this test need or not.
