Flashover Equation

I am looking for an equation(s)/charts/references to determine at what distance a flashover would occur between phase/phase and/or phase/ground. The equations would need to take into account atmospheric conditions, sag, etc.

We are trying to recreate an outage where one 15kV circuit sagged into another 15kV circuit. An initial conclusion is that the distance will be pretty small (<1&quot;).

I've only been able to find information for higher voltages (+100kV).
