Flat Slab Reinforcement detail

I came across a way of detailing reinforcement bar for flat slabs. what they do is provide a mesh, sort of diameter 8mm (0.314 inches) c/c 200 mm(7.87 inches) top and bottom. once this mesh is provide they provide additional rebar for the remaining amount. usually flat slab reinforcement is done using consistent diameter of reinforcement and this method is a bit different for me. is this method sound?

Be careful of the ductility of mesh.

But the method of supplementing a basic mat of rebar with additional concentrated rebar where need be is fairly common.

 
We used to do it like this for years. Now however the materials are cheaper than men so most contractors prefer a consistent mat which can be laid quicker. Also watch your ankles on light mesh during Prepour inspections of flat slabs!

I'd like to know more about this. 30 seconds of googling turned up some papers that I couldn't access dealing with the topic and confirming your concern. Apparently an increase safety factor has been proposed for WWF for this reason? If you can spare the time, I'd enjoy a one paragraph summary of this issue as you see it.
