Flexible elements and Windchill

I have an assembly. In that assembly is a sub-assy with a flexible element. (length of IGUS cable carrier, routed a certain way). This sub-assy is used in several different places, each place requiring a different routing of the IGUS chain. (Hence the reason for using flexible element)

The issue is that Windchill flags the top level assembly as having been changed and needing to be check out for the modifications to take place. The assembly is at our "RELEASED" state, so no check out is possible.

While I can just set the assembly to "Read Only" and move on, it seems that there should be a better way to deal with this. It gets annoying to have to blindly set the assy to READ ONLY and hope that it is only the flexible element that has changed.

Any experience or ideas or suggestions for dealing with flex elements in windchill?

Was everything created or last saved in WF3?
Is it the toplevel that is being flagged as modified or the sub-assy where the chain is fleixble?

Yes, everything was created and last saved in WF3.

The sub assy is flagged as having been modified and this seems to trickle uphill somehow causing the top level to register as being modified and needing to be checked out.

I want to attribute this to the flexible element, but it could be a relation or something else causing the modified status. I guess the base question should be, has anyone used a flexible part in an assembly within a windchill environment and not have issues with Windchill wanting to checkout the assembly every time?
