Does anyone know if a dormitory / apartment second floor live load is alload a reduction? According to the IBC 2000, a reduction is allowed. I could of sworn that the UBC 97 allowed a 40 lb/sqft live load for the bedroom areas to be reduced to 30 lb/sqft.

Yes, there is a live laod reduction allowed in 1997 UBC. It is the same as the one in the IBC. You will not necesarily get a 25% reduction. The reduction is based on the tributary area supported by the structural member. I believe the formula is something like the following:
%Reduction = 0.08 ( 250 - At) <= 40%

Sperling - I believe it is:

%Reduction = 0.08 (At - 150) <= 40%
