Flow meter question

I have a machine that has two electric pumps that pump 2 different fluids. I need the ratio of the fluids to be 1:1. I have a digital flow meter on the output of each pump that I use to monitor the GPH of each fluid individually. I would like to know if there is a type of flow meter I could use that would automaticly monitor the ratio of the two fluids and have a switched output for an alarm or maybe a relay to shut off the pumps without the use of a PLC?

You can use a turbine flow transducer for hydraulic oil
A digital readout is connected to your cab so that he opperator
of your machine can constanly monitor the pressure and flow whilst working the machine.
You can fit as many flow transdusers needed on one system
It provides a permanent flow meter conected to your machine at all times enabling you to do preventative maintenance on your machine and making fault finding quick and easy.
a temprature termo coupler or pressure transmitter can be added to monitor heat or pressure on your machine. it is also possible to connect an alarm system
 
Are the pumps accurate enough to run them from a common shaft or single motor?
A single variable speed drive if varying flow is necessary, or just an on/off switch.
