Flow mixing valve?

Is there a valve available that will mix 75% well water with 25% rural water? Nothing based on temp…just want to have a way to control 2 water sources.

Could it be as easy as using a constant flow valve for each source and feeding to a wye valve?

IMO, the wye valve is used to control the flow path, and can't be used to control the flow rate. To use globe valve on each feeding source to adjust the required flow before mixing at the wye valve can achieve the goal as needed.
 
If you have stable conditions you might be able to use simple orifice pates in the two lines and just manifold them together.

If not then two control valves are much better than simple three way valve
