As it pertains to NBIC Part 3 and ASME Section I, what NDE, if any, is necessary for a flush patch in a tubesheet?

I feel it's obvious that a weld in the thickest material of the boiler should be scrutinized, but I can't land on the section of the codes that calls for it.

I've consulted our AI and we've done similar work in the past and we've always done PAUT, but I want to understand why. I wish Table PW-11 (a) just said "Unless exempted by this table, all longitudinal and circumferential welded butt joints are to be volumetrically examined throughout their entire length."
