Flywheel design for air compressor

I am designing a 2 cylinder reciprocating air compressor that uses around 13 HP. The air compressor is currently connected to a 15 HP motor. I want to add a flywheel to my design to limit the running torque. The motor is running at 1725 RPM. Can anyone guide me the proper method to perform the calculations?

If the load will be DOL-started, then one consideration for maximum inertia is preventing the motor from damaging itself (or tripping) during starting.

Per NEMA MG-1 2009, Table 12-7 for 15HP, 1800RPM Design A or B motor, the maximum Load WK^2 (exclusive of motor WK^2) is 75 lb^ft^2

If there is belt or gears involved, the inertias need to be adjusted to motor speed.

So pretty much I need to design my flywheel to be less than 75 lb*ft^2?
 
Flywheel plus compressor inertia less than 75 lb-ft^2, assuming no belts present, based on NEMA requirements.
