Footpath on a Bund

I have a situation where I want to provide a footpath/walkway along the top of bund walls 1-2m high in an industrial setting. Where can I find design requirements to satisfy health and safety requirements? I phoned WHS in my state, Qld, but they couldn't help.
Is there a height/top width/side slope combination at which I need to provide railing? Or alternatively where I don't need to provide railing? I tried looking in AS1657.
The side slopes for the bund is higher that allowed for walkways in AS1657.

What is the batter? 1V:2H? I have seen 1V:1H without handrails in an industrial setting but that's not to say that it was compliant? The height for that footpath exceeded 2.0m. What is the width of the footpath?

kikflip, I'm trying to find out what the requirements are (if any) first of all. I would imagine slipping over the edge and down a 2m high 1:1 slope could be dangerous.

Your local council might have some guidelines regarding footpaths and batters.
Have you looked in the BCA?

Falling down a 2m high 1:1 slope could be dangerous, but it's unlikely to be as bad as falling down a 6m caged ladder (which does comply with AS1657).

Yes I have looked in the BCA; no joy.
I also phoned QLD WHS and they don't have any guidelines. So far the best I have found is
