For NACE conformance /inspection requirements, Is normal industry practice requirement (i.e. Lloyds, TUV, SGS qualification and certification to meet EN10204 3.2 sufficient or is DNV Marine EN3.2 Inspection required? Is this normally client stipulated?

There are many NACE documents, so you will likely get more useful responses if you specify which NACE document you are asking about.

For NACE MR0175 / ISO 15156, the standard itself only requires traceability and then states that the user "may request the equipment or materials supplier to provide documentation of the material used in equipment or components and their environmental service limits as defined in this part of ANSI/NACE MR0175/ISO 15156". (from NACE MR0175/ISO 15156-2:2015 Section 9 and NACE MR0175/ISO 15156-3:2015 Section 7.2). It is therefore up to the client to specify the documentation they require.

In my experience, clients normally require an MTR that shows chemistry and hardness to verify that the material meets the applicable NACE MR0175 requirements. Some clients may specify an MTR per EN10204 3.1 or 3.2, but this often seems to be a boilerplate requirement that the client does not understand. However, even if the client doesn't understand what they are specifying, you should meet their specification or get a written waiver from them.
