forcing horiz. alignment of dimensions

For anyone who spends any time in Drafting, this question is probably as dumb as gets but ... would sure appreciate some help. Seems like I've tried every setting.

So do you want the dimension aligned midway between its arrows all the time?
preferences > annotation > dimensions (tab) > very top middle change to the "lightening bolt" (auto place) instead of the hand (manual placement)"

If the dimension is already down then click on it, rmc (right mouse click) > style > change it to "auto placement" as above
 
If I am reading your post correctly (based on the subject of the thread), you want your annotation/dimension text to be horizontal, right? Preferences->Annotation->Dimension(tab)->Alignment (dropdown) Select Horizontal.

I want dim. text horizontally aligned, the way note seems to default to. In other words, imagine the leader having a joggle, so that dim is horizontal. Except I wouldn't want to have to create joggle breakpoint everytime.

Isn't there an Drafting Settings file that would specify ANSI or ISO drafting preferences?

Companies used to have seed files or drafting templates where all the company default format settings were stored so new Drawings would have correct formatting.
