forge and rolled difference

we have two materials that both have same mechanical and physical properties but one of them is forged and the other is rolled . can we sustitute these materials?

Please provide more information - what is the specific application for this substitution?
 
The mechanical properties of the rolled products are maximized in the direction of rolling.
In the forged products the properties are more equalized also in other directions. While developing forging design one tests specific specimens in the directions of applied stresses.
In principle the two types are not equivalent.
