Forged Nuts and Bolts

Can forged Nuts and Bolts eg A182 UNS 31803 be used for valves ? As I understand, the bolts and nuts are special items that will need special heat treatment suchas quenching for surface hardness for the threads.

In case vendor offers forged bolts, is it acceptable ?

You mention 'valves' without referring to any actual valve standard or requirement. The actual standard or end-users description/requirements is what sets the limits to what is allowed.

Forged material bolts in good quality (quality control and/or tests certificates?) could under circumstances be at least as good as non-forged bolts.

If fabrication methode is not described in the requirement, and the bolts cover the other quality requirements (material, strength, dimension etc. etc.), I can see no reason that forged bolts could not be used.

 
It is a Ball Valve with Nuts and Bolts requirement as A193 B8MLCuNA and A194 8MLCuN or A193 B8M and A194 8MA.

 

Then if the offered bolts comply with the specifications they are OK, with any deviation they are not.
