On the U-1 form the minimum thickness after forming .367" and the corrosion allowance is .063". Sec. VIII states that the minimum thickness is .367" after forming, including the corrosion allowance.Does this mean the corrosion is already factored in meaning the true minimum thickness is .367" or is it .367" minus the corrosion allowance which is .304".

The minimum thickness on Form U-1 is specified minimum head thickness after forming, it include C.A, which means the C.A. has not been deducted. The true minimum thickness in corroded condition will be 0.304" in your case.
 
On this subject, I have taken the minimum head thickness on U-1 Line 8 as the minimum thickness specified (what you are actually ordering), based on note 28, versus the calculated minimum thickness. This would seem consistent with the responses here, but I wanted to verify since this question has come up.
