customer would like to form 0.2mm thick 301 s.s. and acheive spring properties using full hard material. I do not think this will work without the material cracking at the tight bends that are required. I have both good way and bad way bends

Thought was to use a 17/7 PH annealed grade and then heat treat after forming to obtain the sring properties to the part withour distortion through heat treat.

Any other options of material I should consider?

I think your suggestion for using 17-7 is a good one, but I would not give up on using Type 301 full hard. Do you have a definitive design with geometry, bend radii, tolerances, etc.? Type 301 full hard can be bent to a 180 bend using a 4T radius (worst-case, based on ASTM A 666 requirements), so perhaps it is still possible. If not, 17-7 PH (Type 631 in ASTM A 666) in the annealed condition should definitely work.
 
Or perhaps drop back to 301 in a less heavily cold worked condition.
I also like the 17-7PH option. If someone tries to encourage you to use 17-4PH it may be a lot more difficult. You may may need to first overage the strip (H1150M) and then form and then re-anneal and age.

We get a lot of springs made from stainless steel spring wire ASTM A313 type 302.
