Fouling resistance

Hello guys,
I'm facing at these requirements:
-Fixed tubesheet exchanger can be used if shell side fluid is clean i.e fouling resistance <0.0002 hr m2.°C/Kcal.
the question is : is the fluid is considered as a clean where the fouling resistance is lowest???
