Is there a good foundation design manual or book that would be helpful for a civil engineer who has been working in construction management and is making the transition back to a foundation design role? Thanks!

There are quite a few....
Two classics are Winterkorn and Fang, and Hanson and Peck.

Read Terzaghi...anything!

For more contemporary works, look to Das and Coduto.

Let me go across the pond - I have found M. J. Tomlinson's books to be very good (he has one on foundations in general covering both spread and deep foundations and excavations, etc) and he has one on piles). Also many of the US State Highway Departments have some very good manuals.
