I wanted to know if there's any article/site/resource that can give the formula/calculate the pull out force of the whole foundation design? This is a metal frame that will have rebar reinforcement on all sides. The two sides has both 60" of rebars and the width will only have 30" of rebars. The rebar used is #4 and concrete psi will be 4000psi. The goal I want is to know is how much force it can hold before it pulls out from the ground since we are modifying this design by removing 12" of rebars on the width side and leaving 18" instead and need to know if it'll be just fine.

I am mechanical engineer and not have any background with foundation design and figured someone might be able to show me the right direction. Thank you all.

What rebar are you talking about here? The drawing you posted seems to only show reinforcement inside the foundation mat.
Are there bars extending out of this mat and attaching to something below it?
